Revaluation: What's the hold up?

As I have been looking to move out of this city, I have noticed without exception that every other municipality in NJ has up to date re-valuations and assessments of all of their properties, thereby spreading the tax burden equally to all citizens of their town.

What is the hold up in this city? Why isn't this a priority for the current administration? It seems that NO ONE can give me a straight answer as to why this is not a regular and recurring thing occurring in this city. Has the state monitor mentioned this in her fiscal plan for our city. Please share any thoughts ideas how we can move this issue forward.
